Stanley Woodward was born on March 12, 1899 in Philadelphia, Pennsylvania. He served in the U.S. Army in World War I, in 1918. He received an A.B. in 1922 from Yale University, and from 1923 to 1924 he was a student at Ecoles de Sciences Politiques in Paris, France. In 1925, Woodward was appointed a Foreign Service Officer in the Department of State, beginning a long career in the foreign service.
